FCC re-certification can sometimes be circumvented by recycling the model number even though the guts are completely different by claiming it's a "change in board vendor" or some such manure. 2. Retailers do not want to stock both the old and the new models at the same time. As soon as the new models appear, they will return the old stock to the distributor or manufacturer for credit as being unsellable or obsolete. Recycling the model number allows the retailers to deplete their stock gracefully. 3. Most customers don't care as long as it works.
