CPU/encoding w/ premiere elements 3.0

Plan on getting a new computer...probably dell 410 with either

Intel® CoreT 2 Q6600 Quad-Core (8MB L2 cache,2.4GHz,1066FSB)

Intel® CoreT2 Duo Processor E6700 (4MB L2 Cache,2.66GHz,1066 FSB)

More ram than the computer can "see" good graphic card and two large
hardrives so I can encode on one. Thoughts on these two for about 100 hours
of encoding and continuous photoshop CS3 use? I don't know if this brand of
premiere can take advantage of the quad core. I could always get another
motherbboard and OC'd CPU.
