I think that all you need is either a standalone DVD recorder with analogue
input, or if you already have a fast computer with DVD burner and an
analogue video capture card, thus one that will convert analogue signal to
bits and butes understood by the computer.Neither of these solutions are
very cheap. As I have never tried this myself, I am no expert and expert
further additions by other regulars of this group.

Seconded. A capture card might work if you have Pentium 3 above 1 Ghz, 1
Gb memory, and very fast hard drive, otherwise there will be frames
dropped. Simplest way to convert VHS to DVD is via a DVD recorder. There
are a load of programs, some freeware, to edit from the resulting DVD.

This is true for recent TV cards. Older M-JPEG cards have an encoder on
board, they don't on the PC's CPU to do the work, therefore no frames
dropped. But this kind of hardware is disappearing.

I agree. At least 2.4 Ghz processor, 512 MB of memory and 7200 rpm hard
drive.
