Streaming vs......?

Could someone tell me the differences between a streaming video and
whatever the othe kind is called? Why should their be differences in the
first place? An Example ..I downloaded a video and watched the
controls. After viewing it , I wanted to bypass the boring parts...so i
tried with the mouse to move the play arrow over to the center. it
immediatly went back to its starting point. On another video, i was able
to do that. Now, on the one that I couldn't do, I would like to
eventually burn it ( Not know the exentsion to use ) so I could
eventually edit out the slow boring parts. BTW, the url of this video
does not give you the option of copying the video and supply an editable
exentsion. Can this be done and if so, please direct me to where I can
find out more. I did a google search and couldn't find anything that
would answer this question...all they want to do is sell software,
without even explaining what it can and cannot do. Thanks
