Here's one that is done all online:   http//:www.onetruemedia.com

you can upload video, photos, and songs  and then easily combine them
together, with transitions, zooms, pans, and titles.  You can then
share them online via email, download an Mpeg4, or order it as a DVD
for $25.

You're not going to make the next Lord of the Rings with it, but it's
really easy for short films and the DVD is really nice - customized
covers, etc.  pretty cheap.

i made this movie in about an hour, ordered it on DVD and received in
the mail two days later:
