I am trying to connect a Samsung digital TV (LE26R51BDX/XEU) to a
Panasonic NV-VP31 DVD/VCR Combo. However, I don't seem to be able to
get the DVD Combo to find the digital channels.

The TV has a decoder inside so I can watch the digital channels when I
switch the TV to digital mode. But when I ask the DVD Combo to scan
channels, it only finds the analog channels.

Are there anything I need to set either on the TV or the DVD Combo to
get this to work? So that I can record digital channel program onto the
VCR?

You can't.  The combo recorder only has an analog tuner.

Sounds like you are hooking up cable TV.  You could get a QAM capable
digital tuner box and hook up the A/V output to the recorder.
However, you will be unable to use the recorder's analog tuner to
record from the box unless you hook up an RF out, if provided.  There
would be no advantage to using the RF out - the quality from an A/V
out is better.

You could hook up the TV's A/V out to the recorder, but you'd be
limited to recording what is tuned on the TV, provided the analog A/V
out works for digital channels.

Finally, keep in mind that your recorder only records in standard
definition and won't record high def broadcasts in high def.
