video to vga adapter?

I want to use my pc vga monitor to watch videos. My dvd player has
every type of output: composite/component video, svideo, coax, and
scart, but it is
only playing cds at the moment. I live in a small apartment and have no
room for a tv, but I have a Dell 19" crt. We watch dvds on the
computer, but it is a bit loud and not terribly stable. I found this
product:

a video/svideo to vga converter which looks like the ticket. I can play
dvds without running the computer or repatching anything. Are there any
other good
and/or cheap options?  I'm not afraid of soldering irons.
