TV capture to computer

Hello,

I am an experienced audio engineer and editor. I do not have any video
editing skills. Here is what I need to do:

- CAPTURE VIDEO FROM TELEVISION (NOT VHS)
- TAKE CAPTURED VIDEO AND IMPORT IT TO COMPUTER (PC)
- WRITE ORIGINAL MUSIC FOR IMPORTED VIDEO
- SYNC NEW MUSIC TO IMPORTED VIDEO
- BURN TO PLAYABLE DVD FOR REEL PURPOSES (MUST BE VERY GOOD QUALITY)

QUESTION: WHAT EQUIPTMENT/SOFTWARE IS NEED FOR THIS? SOME HAVE
MENTIONED ADOBE PREMIER AND SOME HAVE MENTIONED DV CAMS AND DECKS. ANY
INPUT WOULD BE MUCH APPRECIATED.

If you want to capture broadcast TV, the simplest method is probably a
TV card for your computer, which will come with software that records
program to a file on your hard drive.     If you're making your own
video with a camera, modern digital cameras connect directly to
computer via (usually) a FireWire link.   Dumping program to a
computer file is trivial.

Premiere will do the job.   I find this program over-complicated and
much prefer Sony Vegas, which while retaining a full feature set has a
much less cluttered interface.    There are demo versions of both.
See what you think.

How are you going to compose the music?   If you work with a MIDI
sequencer, I guess you already have a favourite.   I don't think
there's an audio/MIDI sequencer that also does video editing, but the
high-end sequencers support a video track allowing you to compose
music to picture.   If you're a cut-and-paste-samples "composer" both
Vegas and Premiere include multitrack audio editing, though lacking
the advanced sample-manipulation of e.g. Acid.

I need to capture television commercials from television and then
import them into my hard drive. The music part is no problem, nor is
the software I use to capture video, as long as it can burn a DVD that
is playable on stand alone DVD players with decent quality. The point
here is to make a reel demo of television commercials with my own
music.

The obvious way to get the video into your computer is with a tv tuner
card.    You still won't tell us how you compose - whether you need a
midi/audio sequencer that will sync. to video, or just a video editor
with some audio tracks.

Burn the product to DVD (Or even CD - tv commercials aren't long -
with the software provided with your DVD burner.

I use Protools for audio recording and editing. I import a quicktime
movie into Protools to compose to.  I then take the mixed down music,
import it into Adobe Premier and then sync it with the much higher
quality video (not compressed) and burn to DVD for good viewing
quality. A TV card will compress, right? The purpose of the DVD is to
be able to play it on stand alone DVD players and not have it look
pixelated.
