I'm getting a PS2 for my brother-in-law (they are about $350 there, $120
used here in MI).

I just want to make sure he can use it.

Brazil TV system is PAL-M.

You are going to need a video converter like this one:

At least Wikipedia [1] seems to imply _both_ NTSC _and_ PAL-M are used
in Brazil.

PAL-M is primarily a broadcast standard, anyway, and sufficiently close
to NTSC (the same scan rates, almost the same subcarrier) to warrant a
strong suspicion that all VCR, camcorder, and production equipment in a
country using PAL-M may actually be NTSC gear.

In other words, knowing what they _broadcast_ in Brazil doesn't
necessarily say all that much about the capabilities of the domestic tv
and video equipment. Even though PAL-M is broadcast, the tv sets
themselves may or may not accept a variety of other color encodings and
refresh rates as CVBS or S-video signal, or as component or RGB signals,
regardless of the broadcast standard.
