I have some sand/shot bags I need to fill.

I have a lots of sand but no shot. Any reason I can't use sand?

Multiple layers to prevent leaking. Sand makes a mess and can damage
equipment if it spills.

I've used layers of zip-loc bags inside cloth "beenie bags". Also: exercise
weights work well!
They're sorta flexible fabric with straps - never had one leak yet and
they're easy to strap to things like tripod legs.

Nope.
Except it takes a greater volume of sand to get the same weight as the shot.
I highly recommend that you put the sand in large Ziploc plastic bags first,
and then put them in your sand/shot bags.

I don't do sand or beanbags much. I do water for weights: Just bring a
handful of special screw-on tops with eyes /clips on them, they fit all
common water bottles, empties you bring or create on location, or
bottles you find nearby.  This works well generally: most shoots I'm on
involve people,and where there's people, there is almost always a
source of water. You can pour it back out when you leave, so you can
travel light. You can adjust the weights incrementally the same way.
These special bottle tops are sold in the camping department and in
home centers, next to the tarps, where they make great tent and tarp
anchors where stakes can't be driven.

The beanbag/sandbag still has uses, especially as an expedient aid in
hand-holding cameras in awkward places, and wherever your electrical
situation is dicey.  But I don't get in those situations in my work.

The advantage of shot is it doesn't absorb water.
