Do they encode directly to MPEG-2?  I guess they'd have to in order to
write discs that are playable in a DVD player.  Do they at least use a
decently high bit rate?

Yes they use MPEG-2.

NO they DON'T have a decent bit rate.

ABYSMAL quality.

The fact that you've even brought up the issue of video quality is a
guarantee you'll be disappointed with a DVD camera.

DVD camcorders do single-pass encoding.  I don't know whether they use
constant bit rate (CBR) or variable bit rate (VBR).  However, single-pass
encoding, whether CBR or VBR will not produce as high-quality a result as
2-pass VBR, which is available with most decent standalone software
transcoders.
