Reinstall with decent thin layer of thermal paste. Optimizing the CPU / 'sink interface is very useful for allowing lower airflow to achieve acceptible results. With cooler performing at optimal levels, use one of myriad options to reduce fan RPM. Shoot for sub-2400 RPM for low noise, even lower for near/silent.
