Firewire Question

Just installed a firewire card in the computer. Here's the problem.....
if I use "safely remove hardware" , which I assume you have to do before
removing hardware, and then reconnect the device, I have to reboot to
get the device recognized. Is this normal, I didn't think so, am I
missing something somewhere?
