wierd power-on problem

Greetings!

Has anyone ever heard of this happening?...

My friend has a new PC built by some small company that builds and
repairs computers.  The PC is experiencing the following bizarre
behavior:  It indavertantly turns on from a power-off state.  Sometimes
every day, sometimes once a week.

What we have done to pinpoint the cause:
had builder replace power supply
had builder replace mother board
plug it in with and without surge strip
plug it in in different room
plug it in at a friend's house

We can find no consistency to it.  Today someone asked if she was using
an ethernet or dial-up connection to the internet.  She is using dial
up.  We noticed that the computer did NOT turn itself on at the
friend's house after a week....then we connected the modem to the phone
line and it turned itself on soon thereafter.

Does this make sense to any one?
Thank you kindly.....

I bet it's Wake-On-Ring/Wake-On-Modem :-)

There's likely a setting for that in Power Management in the CMOS Setup.

Its Only Me
good point but if mobo was replaced a bios setting would normally be set at
off.

Huh?
You only list a few parts, did you replace all the other
parts and set up the system the same, including operating
system?

When builder replaced power supply, did they use same thing
again or different?  Keep in mind that a (different) generic
might actually be the exact same thing!

Do you have a different modem you could try?
Check the bios for PCI wake-up events.  Wake on PME, or
actually, Wake on (anything) could be disabled, then later
if you find you need that kind of feature, selectively
enable (whatever).

It would if it wakes when the phone state changes, for
example if it rings.

*carefully* go through your power savings settings in BIOS. Try
by disabling them all first.
