what do I need to best create a skills video

I saw the recent post referring to "in the field" use and reminded me of
something I'll be doing later this summer.

The requirement:
I have athletes on a team that want to create "skills videos" for college
coaches.  The idea is you shoot the athletes doing various skills - for
example baseball players hitting, pitching, throwing running the bases etc.
So you may have 5 minutes per player of film hitting, 5 minutes per player
of film pitching etc.  Then take the 20-25 minutes of film per player and
edit it down to just 6 or 7 minutes that would be on a DVD to send to
coaches.
Additional requirements of editing on the DVD would be things like - while
running the bases - a running "timer" showing how long from home to 1B or
home to 2B would be needed.

The questions:
What type of camera would be best suited for this?  miniDV, hard disk? any
specific brand/model recommendations?
What type of software for a pc that can write DVD's would do the editing
required?  any recommendations?

budget:
Cost for camera should be less than $500
Cost for software should be less than $200
